This is because when you open the walls, what you thought was going to be there wasn't. This may be something as simple as discovering the wall studs are 24" OC rather than 16" OC or it could be discovering the septic system was never really connected to the drain field and that's the reason the whole house drains slowly and now the whole septic system needs to be revamped.
